The rules in plain English
BAS is a flat national rate. It does not change with rank, ZIP code, or dependents. Every enlisted member gets the same enlisted rate; every officer gets the same officer rate. BAS II is double the enlisted rate and only applies to enlisted members in government quarters with no adequate food storage or dining facility, and it must be authorized.
